Sir:-

I am directed by Secretary Sir E. Grey to inform you that a claim, arising out of events which took place during the Russo-Japanese War, is being brought against the Russian Government with the support of His Majesty's Government, by Mr. Joseph Geddes, a British subject, born in Hongkong.

In connexion with this case the Russian Government have demanded documentary proof of Geddes' nationality, and I am to request that, should the Secretary of State for the Colonies see no objection, the Governor of Hongkong may be instructed by telegraph to forward as soon as possible a certified copy of Geddes' birth certificate.

I am to add that Geddes states that he was born at Hongkong in 1884, his father being a naturalised
